NOTE: The health, well-being, and public safety of community members, public officials, and City staff is a top priority for the City of Agoura Hills. Therefore, there will NOT be a physical meeting location. The Agoura Hills Specific Plan Update Citizens Advisory Group (AVSP CAG) and City staff will be participating in this meeting via video conferencing. In the interest of maintaining appropriate social distancing, members of the public may participate electronically by emailing their public comments or participating live (see section on “Public Comments” below). In-person attendance will not be permitted.
Due to the ongoing COVID-19 pandemic, and in response to Governor Newsom’s State of California Executive Order N-25-20, dated March 12, 2020, and Agoura Hills Resolution No. 20-1926, Ratifying the Director of Emergency Services’ Proclamation of the Existence of a Local Emergency, adopted by the Agoura Hills City Council on March 17, 2020, to follow state guidelines on social distancing, all City facilities are closed to the public until further notice.

2. Introduction
a. Objectives
i. Review Housing Element/California Department of Housing and Community Development (HCD) Update from March 30, 2021
Joint City Council-Planning Commission meeting;
ii. Understand summary of demand projections;
iii. Understand Retail/Food Service projections, demands, summary, and positioning;
iv. Understand Hotel projections, demands, summary, and positioning; and
v. Revisit the AVSP vision.
b. Planning Principles associated this discussion
i. Revisit the existing vision of the AVSP to ensure it includes, among other things, primary goals of being pedestrian-friendly,
bike-friendly, supportive of active transportation and alternate modes of transport, mindful of climate change impacts, COVID
impacts, energy efficient building standards, fire resiliency, and a village-concept that is connected with complimentary land uses
(Planning Principle 1 – AVSP Chapter 1, pages 1-7 through 1-13);
ii. Use the vision and the updated market demand study for the Agoura Village Specific Plan to guide the AVSP update process
(Planning Principle 2 – AVSP Chapter 1, pages 1-7 through 1-13).
iii. AVSP vision identifies commercial as primary and residential as secondary. With new market demand and economic trends, consider
adjusting the overall amount of commercial and residential allowed to create a viable mixed use plan (Planning Principle 3 – AVSP
Chapter 1, pages 1-7 through 1-13).
iv. Consider allowing mixed-use redevelopment of certain existing commercial properties, and/or relocating certain land uses and
development density from the south side of Agoura Road to the north side to fulfill the vision of AVSP (Planning Principle 4
– AVSP Chapter 1, pages 1-7 through 1-13 and Chapter 4);
v. Coordinate with the City’s 6th Cycle Housing Element Update and ensure that AVSP provides the opportunity for the City to meet
its Regional Housing Needs Assessment (RHNA) allocation established by the Department of HCD (Planning Principle 5);
vi. Consider allocating specific number of housing units per parcel, as opposed to per zone (Planning Principle 10 – AVSP Chapter 4, pages 4-43 and 4-49); and
vii. Consistency with Climate Action and Adaptation Plan (CAAP) (Planning Principle 14).
c. Additional Meeting Dates:
i. May 4, 2021;
ii. July 6, 2021;
iii. October 5, 2021; and
iv. December 7, 2021.

Public comments are not read into the record. Please note: any public comments received after 4:00 p.m. on the meeting day will be forwarded, as a courtesy, to the AVSP CAG after the meeting and will not be considered as part of their deliberations.
