Below is the City's 2023 SEMS/NIMS Emergency Operations Plan (EOP).  The EOP has been prepared to ensure the most effective and economical allocation of resources for the maximum benefit and protection of the civilian population in a time of emergency.  Due to the size of the plan, it has been separated into sections. It should be noted because of the sensitivity of the information included in the appendix, this section is not available in the public document.
