Massage Establishment Permit

Establishments required to obtain a Massage Establishment Permit effective May 27, 2016

On April 27, 2016, the City Council adopted Ordinance No. 16-422, revising regulations applicable to massage services (“Massage Establishments and Massage Practitioners and Therapists Ordinance”). The Ordinance amended AHMC Section 9662 et seq. and Section 9312.3.  The purpose of the Ordinance is to revise regulations applicable to massage services to bring the current AHMC into compliance with State Assembly Bill 1147 (“Massage Therapy“), protecting the public health, safety and welfare, and balancing the desire to provide for massage with the continuing need to minimize the potential negative secondary effects that may occur. The Ordinance provides that no more than two (2) massage establishments may be located within a 1,000 foot radius of one another.

As part of the Ordinance, each massage establishment owner in the City of Agoura Hills is required to obtain a Massage Establishment Permit (MEP) and renew it annually. Existing massage establishments have until November 23, 2016 to obtain an initial MEP. New massage establishments must obtain the MEP effective May 27, 2016, prior to issuance of a City Business License and operating in the City.
