The project consists of improvements to the existing signalized intersection at Kanan Road/Agoura Road. The City is regarded as the "Gateway to the Santa Monica Mountains," and the Kanan Road/Agoura Road Intersection will provide a unique focal point for motorists traveling to, from and along the City's southerly limits. The project will provide for improved flow of traffic, pedestrian safety, potential decrease in the number of accidents and also provide for aesthetic enhancements. The project is bordered at the northwest and northeast corners of the intersection by fully improved and built-out commercial developments. Additionally, the Kanan-101 Freeway interchange is located approximately 600-ft north of the intersection. These constraints, coupled with the high use and visibility of the intersection, make the project a challenging and sensitive priority for the City.
The project is located in the Agoura Village Specific Plan (AVSP) area. A Program Environmental Impact Report (EIR) was adopted by the City Council in 2008 for the AVSP as a whole. One of the components of the AVSP was a proposed roundabout at the intersection of Kanan Road and Agoura Road. In September 2014, the City Council voted not to proceed with the roundabout, and instead authorized the design of a widened intersection with a traffic signal as the ultimate configuration of the Kanan Road/ Agoura Road intersection. The City has determined that a Mitigated Negative Declaration is the appropriate document to be prepared for the project, pursuant to the California Environmental Quality Act (CEQA).
