NOTE: The health, well-being, and public safety of community members, public officials, and City staff is a top priority for the City of Agoura Hills. Therefore, there will NOT be a physical meeting location. The Agoura Hills Specific Plan Update Citizens Advisory Group (AVSP CAG) and City staff will be participating in this meeting via video conferencing. In the interest of maintaining appropriate social distancing, members of the public may participate electronically by emailing their public comments or participating live (see section on “Public Comments” below). In-person attendance will not be permitted.

Due to the ongoing COVID-19 pandemic, and in response to Governor Newsom’s State of California Executive Order N-25-20, dated March 12, 2020, and Agoura Hills Resolution No. 20-1926, Ratifying the Director of Emergency Services’ Proclamation of the Existence of a Local Emergency, adopted by the Agoura Hills City Council on March 17, 2020, to follow state guidelines on social distancing, all City facilities are closed to the public until further notice.

This meeting is being conducted utilizing video conferencing and may be accessed from a PC, Mac, iPad, iPhone, or Android Device. Use the Zoom URL at: https://zoom.us/ then click on “Join a Meeting” and enter the Meeting ID: 895 6464 3953; click on “Join” and enter the Meeting Passcode: 666702; and click on “Join Meeting”. When attendees join the Zoom meeting, they only have the option to view/listen to the meeting and are automatically muted.

Pursuant to the Ralph M. Brown Act, the AVSP CAG may not discuss or act on any matter not specifically identified on this Agenda. All interested parties are cordially invited to participate either by submitting written public comments by email or participating live by telephone. Please refer to “Public Comments” below.

Discussion Items

     1. Minutes from February 23, 2021 AVSP CAG Meeting (Attachment A: Minutes – February 23, 2021)

     2. Introduction

          a. Objectives

               i. Identify the natural features within the AVSP;

               ii. Understand the environmentally sensitive areas as defined by CEQA;

               iii. Identify the features to be preserved within the AVSP; and

               iv. Prioritize the features to be preserved within the AVSP.

         b. Planning Principles associated this discussion

              i.  Consider allowing mixed-use redevelopment of certain existing commercial properties, and/or relocating certain land uses and development density from the south side of Agoura Road to the north side to fulfill the vision of AVSP (Planning Principle 4);

              ii. Reconsider allowable building heights along Agoura Road and Kanan Road frontages to maximize and/or preserve view sheds to the surrounding hills and open space (Planning Principle 8); and

             iii. Consider incorporating design standards that support a sustainable wildlife urban interface (Planning Principle 15).

All interested parties are cordially invited to participate either by submitting written public comments by email or participating live by telephone (instructions below).

To submit written public comments by email. The public has an opportunity to submit written public comments by email; any comments submitted via text or social media will not be accepted. To ensure the AVSP CAG has the opportunity to review information prior to the meeting, please place “AVSP” in the subject line of your email and submit written public comments to comments@agourahillscity.org by 4:00 p.m. on Tuesday, March 16, 2021. Public comments are not read into the record. Please note: any public comments received after 4:00 p.m. on the meeting day will be forwarded, as a courtesy, to the AVSP CAG after the meeting and will not be considered as part of their deliberations.

This meeting is being conducted utilizing video conferencing and may be accessed from a PC, Mac, iPad, iPhone, or Android Device. To participate live by telephone (audio only), meeting may be accessed remotely. During the meeting, there will be an opportunity for the public to speak. Public testimony is limited to three (3) minutes per speaker; a speaker’s time may not be transferred to another speaker. If you would like to speak, you may access the meeting remotely via the Zoom link (see below). To request to speak during public comment, please click the “Raise Hand” button on the Zoom toolbar. You must be present when called to speak; City staff will announce your name and unmute your microphone to speak (audio only). Prior to speaking, please state and/or spell your first and last name and provide your city of residence for the record. The microphone will be muted by City staff when three (3) minutes have expired.
